No, it would show those that cannot spell synergy.
Good player will find an overall balanced built, work around its strength and weaknesses, and play it accordingly.
Throwing 8 random skills on the bar is what those players that constantly use run.
What's to stop me from re-entering the arena until I get SS or SV? Chances are really high that no opponent will have hex removal. All skills are not made equal, and their combinations aren't just a whim.

I think entering battle with a sword and having a bunch of Axe and Hammer skills thrown at you is a great idea
I think Frenzy should be a random permenant area condition
But need Mending too to make up for the double damage

Hm... maybe they could be fixed builds, for example, those of henchmen, or those of monsters that have 6 or more skills.
Remaining empty slots would be filled with resurrection signets.
To prevent people leaving, an account won't get a different build (per primary profession) ontil you win a fight with the last one that primary profession got.
That way we prevent people from creating a character, and deleting it when he do not like the build, making another and getting in.
Any character of the same profession entering the arena would keep the same build until he wins (or loses by defeat, not by leaving) a battle.

Jeni makes a good point. What if you get a bunch of axe skills thrown into your bar even if you use a sword? Then you'll just be flailing around like an idiot doing an average of 9 damage per second.
And I'm sick and tired of hearing penalties for people who leave. I've talked to many people (some that are Gladiator 3) and seen many opinions on the forum. Now, here's the thing.
Why should leaving be a punishable offense if you're stuck with people who are: A: Griefing and just screwing around. B: A warrior who is spamming flare. C: An elementalist with 30 Armor, to just name three quick examples.
Let me get one thing straight so there's no misunderstanding: I never leave an RA match unless someone doesn't load or another person leaves to begin with. I don't care if I have a monk or not on my team. In fact, I joke about the setup sometimes if we get let's say, 3 warriors and a mesmer, saying "We need one more warrior guys."
So to sum it all up, I think your suggestion would just add more frustration into RA.

Because it's you who failed to realize that you entered RANDOM arenas, not team arenas.
What a surprise, eh?
Need a dictionary opened on a page with word "random"?
Today I teamed up with sword A/W way of the Master, 'pwning' with frenzy, I didn't ragequit, so why should someone who got stuck with W/E flare spammer ragequit?

Hahahah! No, really. Hahahah! Maybe you don't get it but amount of people who got r3 or even r5 glad on RA is very sad. I guess it's not really that hard to get a glad point if you leave until you get a monk.

You've just described Polymock, down to last detail. Fixed builds, can't get new build until you win, leaving is a non-issue...

Heh well maybe if your a warrior your given a basic weapon type of each while in the mission, and like I said you can chose 2 skills you want to use, the other 6 are random.
